EU Deforestation Regulation (Reg. 2023/1115, as amended Dec 2025) requires large and medium operators trading cattle, cocoa, coffee, palm oil, rubber, soy and wood products to run geolocation-based due diligence and file due diligence statements by 30 Dec 2026 (micro/small: 30 Jun 2027); creates demand for supply-chain traceability platforms, geodata verification and due-diligence-as-a-service.

Member states must transpose by 2 Dec 2026: legal presumption of employment for platform workers plus strict algorithmic-management rules (transparency, human review, data bans). Applies to all digital labour platforms organizing work in the EU regardless of establishment.

The environment ministry is to amend the Air Protection Act 201/2012 to transpose Directive (EU) 2024/2881, which tightens the air-quality limit values, changes how air quality is assessed and sharpens the air-quality improvement programmes required where limits are exceeded. The directive also gives people whose health is damaged by an authority breaching the limit and plan rules a right to claim compensation.

Directive (EU) 2023/2225 (CCD2) applies from 20 Nov 2026: consumer-credit rules extend to BNPL, interest-free deferred payments and loans under EUR 200, with mandatory creditworthiness assessment, ad rules and cost caps left to member states. Amendment to Road Act 13/1997 abolishes the annual inflation indexation of the e-vignette and removes price advantages tied to vehicle drive type (CNG/plug-in-hybrid discounts, EV exemption regime); to government Apr 2026, planned effect Nov 2026.

Enterprises with annual energy consumption above 10 TJ must complete their first energy audit by 11 Oct 2026 (then every 4 years); consumers above 85 TJ must implement a certified energy management system (ISO 50001) by 11 Oct 2027.

Act 152/2026 Sb. of 29 July 2026 amends the state social assistance benefit act 151/2025 so that from 1 October 2026 the normative rent behind the housing component of the single benefit (superdavka) is set per district rather than per municipality-size category, with new floors so a larger household never gets a lower norm than a smaller one, and MPSV must publish the district norms by notice. Its amendment to the state social support act on the parental allowance takes effect on 1 January 2027.

Commission Delegated Regulation 2026/1167 and Implementing Regulation 2026/1166, both published on 3 September 2026, fix how banks build the business indicator that drives the CRR3 operational-risk capital charge and map each of its components to a named FINREP reporting cell. They set out the interest, lease, dividend, services and financial components, a seven-type loss taxonomy, notification when the prudential-boundary approach is used, and adjustment of the indicator after mergers, acquisitions and disposals, entering into force twenty days after publication.

The European Commission is revising the EU public procurement directives, as announced in the 2024-2029 Political Guidelines. The revision is meant to allow preference for European products in public procurement.

Cyber Resilience Act (Reg. 2024/2847) requires manufacturers of products with digital elements (incl. software) to report actively exploited vulnerabilities and severe incidents to ENISA/CSIRTs within 24h from 11 Sep 2026, with full security-by-design and CE-marking obligations from 11 Dec 2027; creates demand for vulnerability-handling processes, SBOM tooling, secure-development audits and reporting automation.

Delegated Regulation 2026/1092 (Listing Act RTS under MiFID II Art 24(3c)), in force since 7 Sep 2026, sets the EU code of conduct that research paid for by an issuer must meet to carry the 'issuer-sponsored research' label. Investment firms must obtain enough information from research providers to verify compliance and must not distribute research under that label when they cannot; the stated aim is to revive research coverage of SMEs.

The European Commission is proposing a food safety criterion limiting the cereulide toxin in dried infant formula and dried dietary foods for special medical purposes intended for infants under six months. The measure follows recent safety concerns about baby formula.
