- Call the IT heads of the public bodies that published their records-system tender more than once, and ask why it had to run again. They are named under Why now. A body that is tendering again still has its budget and its deadline ahead of it. Listen to what went wrong with the last attempt, then offer to take the move to a certified system off their hands.
- Build a migration service that moves a public body's records, every file and its history, off an uncertified system and onto a certified one. About a dozen Czech records systems still lack the certificate, as Market gap shows, and a body running one has to move before the date under Why now, unless its supplier is certified first. Three of the certified vendors already charge for the move inside their own contracts, as Willing to pay shows, so sell the move, not another records system.
- Open every conversation with the date and the fine, because both come straight from the law. They are under Why now. A body that is not ready does not need to be persuaded that it has a problem, only shown how the move gets done in time.
- Offer the same migration work to the records-software vendors that do not hold a certificate yet. A certificate runs for two years and covers one version of one product, so even the certified vendors renew on a clock, and the uncertified ones must win a certificate or lose their public customers; see Market gap. Either way, their customers' records have to end up in a certified system.
- Don't compete on the price of the software, because the smallest towns can already get a records system free. That free system has the Interior Ministry behind it; see Market gap. Sell the move and the help with the certificate, not the licence.
